A 25m pool has more turns than a 50m pool, and each turn gives the swimmer a small advantage through the push-off.
The formula is simple: count the extra turns in the 25m swim and subtract the estimated time gained from those turns. This gives an equivalent 50m-pool time, making the two swims easier to compare fairly.

Extra turns is always the event's distance divided by 50. Multiply that by the stroke's seconds-per-turn above, and that's the number subtracted from the Long Course time to get the Short Course time.
